Pakistan not misappropriating US funds, says Mullen

Tagged Under : , ,

WASHINGTON: Pakistan is not using US military assistance to expand its nuclear arsenal, the chairman of the US Joint Chiefs of Staff, Admiral Mike Mullen, said on Monday.

“I am not aware of any US aid that’’s gone towards nuclear weapons,” Mullen told a gathering at the Brookings Institution, a Washington think-tank.

He said that the one exception was a portion of US funds in the past few years focused on “improving” security safeguards for Pakistan’’s nuclear weapons, “which is exactly what we like.”

Last week Mullen confirmed that Pakistan was seeking to bolster its nuclear arsenal but he avoided further comment on the subject at Monday’’s event.

At a congressional hearing on Friday, Senator Jim Webb asked the top ranking military officer if he had evidence that Pakistan was developing new nuclear weapons systems and warheads. “Yes,” Mullen replied, without elaborating.

Webb, a Democrat from Virginia, said Pakistan’’s moves were cause for “enormous concern” and yet were receiving less public attention than Iran’’s nuclear program.

“We”re spending a lot of time talking about the potential that Iran might have nuclear weapon capability and this is a regime that’’s far less stable and that should be a part of our debate,” Webb said at the Senate Armed Services Committee hearing.

Webb and other members of Congress have questioned if billions in US military aid has been spent as intended by the Pakistani government.

On Monday, Mullen reiterated that he was encouraged with the Pakistan military’’s recent offensive against the Taliban in the northwest but he said the bigger question was whether Islamabad would keep up the pressure on the Islamists in the longer term.

“They need to sustain it. They need to provide sustained security for their people,” Mullen said.

He played down suggestions that the threat posed by the Taliban meant the Pakistani state was near collapse. “I don”t believe they are a country near failure,” he said.

US lawmaker presents tripled Pakaid package

Tagged Under : , ,

WASHINGTON: A top US lawmaker has introduced a vast new aid package for Pakistan that aims to triple economic assistance and shore up democratic rule while crushing Islamist extremists, his office said Friday.

Democratic Representative Howard Berman, chairman of the House Foreign Affairs Committee, hopes to build “a new framework” between the two allies with the bill he offered on Thursday, his office said in a statement.

“We need to create a long-term strategic partnership with Pakistan, one that transcends our mutual counterinsurgency and counter-terrorism goals, and speaks to the needs of average Pakistani citizens,” Berman said.

There is consensus in Washington that stabilizing Afghanistan, and crushing Islamist Taliban fighters as well as Al-Qaeda and other extremist allies, requires enlisting significantly more support from Pakistan.

The measure calls for boosting US economic aid to 1.5 billion dollars per year through 2013 with a special emphasis on strengthening democratic rule of law there and overhauling Pakistan’’s education system — including the closure of any religious schools, known as madrassas, that support terrorism.

The bill also expands US military aid to Pakistan, including meeting some longstanding requests like a plea for more night-vision equipment and aerial drones, but limits most of the assistance to counter-terrorism efforts.

It also requires that all military aid go through Pakistan’’s elected government, and cites a requirement that Islamabad show a sustained commitment to fight terrorist groups and curb the spread of nuclear know-how.

“Our commitment to Pakistan’’s political stability and economic development is matched only by our sense of urgency in ensuring that Pakistan has the right tools to protect its people, secure its borders and intensify its operations against extremist elements,” said Berman.

The measure calls for not less than four million dollars for military training, including international military education.

US, Pak kick off joint operation against Mehsud

Tagged Under : , ,

LONDON: US and Pakistan have begun a joint operation to kill the head of the Pakistani Taliban, Baitullah Mehsud, a British newspaper reported.

A Pakistani intelligence official told UK daily that Washington had agreed to target Mehsud after months of persuasion by Islamabad’’s military leadership.

Pakistan will pass on intelligence about Mehsud’’s movements with the aim of guiding a missile attack from an American drone. In public, Paksitan’’s government opposes all strikes of this kind as an invasion of the country’’s sovereignty. Behind the scenes, however, Pakistan’’s government is quietly passing on targeting information to the Americans.

“We are mounting joint operations against Baitullah Mehsud which will hopefully soon show results,” said the official.

Mehsud, who is based in the Tribal Area of South Waziristan, threatened to target America after he claimed responsibility for the attack on a police-training centre outside Lahore on Monday.

The intelligence official said that Pakistan had twice given America intelligence about Mehsud’’s whereabouts so that he could be targeted. But he claimed the information had been ignored.

“He was travelling on a road from point A to point B, and twice we tipped off America”, said the official. “But nothing happened. That raised a question mark over America as an ally for us.”

American commanders now view Mehsud as a major threat. He is deemed to have links to al-Qaeda and last month he joined an alliance of Taliban leaders from across the border in Afghanistan who are preparing to counter President Barack Obama’’s deployment of more US troops in the country.

Pakistan needs up to $50b in aid: Report

Tagged Under : , ,

NEW YORK: Pakistan must be central to U.S. policy on Afghanistan and needs up to $50 billion over the next five years to avoid an economic meltdown that risks turning the country over to Islamic extremists, said a report released.

The report by a think tank with close ties to the Obama administration said Washington must also act to strengthen civilian government in Pakistan and persuade Islamabad to stop using militant groups as an instrument of foreign policy.

The Asia Society, whose chairman was Richard Holbrooke until he was appointed U.S. special envoy on Afghanistan and Pakistan in January, convened a task force to compile the report: “Back from the Brink? A Strategy for Stabilizing Afghanistan-Pakistan.”

The report, made public on Thursday, was provided to President Barack Obama’’s administration before he unveiled his strategy on Afghanistan last week. It closely mirrors Obama’’s policy, while focusing more on politics than military issues. The report said the global economic crisis risked further weakening Pakistan’’s civilian government, which has little control over tribal areas that have become safe havens for al Qaeda, and which struggles to match the sway of the military.

“Perhaps the most urgent priority is to prevent economic collapse, which could undermine state authority even in major urban areas in the next few months,” the report said.
